For planning to Europe, it really depends on what u are looking for.

I.e. your question of when is the best time to visit europe, i think i can say each season has their own uniqueness. But of course, the main difference of travelling during winter and summer is the load of luggage u will be togging around! Alot of people use to say summer is the best time to travel to europe, as the weather is warm and sunny, and you don't need to bring too many winter clothes.
